1 Minutes from the Nov. 12 meeting:  Add comments on Sections 3 and 4 per meeting    participants.  Tom L. moved, Terry T. 2nd, minutes approved.

  

2 Rural Voices for Conservation Coalition (RVCC) conference report:

-  The purpose of the 3-day conference was to establish their 2010 Platform and to form the     Working Groups that will inform their 2010 lobbying/coalition-building work.

-  Spencer described the process.

-  Six Working Groups, including Woody Biomass Utilization.  (My report to the Skamania    County Commissioners is attached to these minutes.)

-  Lisa M. - best turn-out to their annual meeting thus far.  Wide range of participants,    including federal officials.

-  There is a 'core group' that leads the problem analyses by the Working Groups.

-  RVCC purposes and perspectives are consistent with those of the MADCG.

-  Jay McL. has participated in WA D.C. lobbying visits by RVCC.

-  Who from the MADCG might represent us within the RVCC?  (Jamie T. and Spencer will     represent Skamania County.)

  

3 Woody Biomass subcommittee:

-  First meeting today before MADCG meeting.  (Jay McL., Terry T., Jake A., Lisa M.,    Spencer, Neal S.)

-  Preliminary thoughts and information on the resource and related processes (see    attached notes).

  

4 Cave/Bear Restoration subcommittee.:

-  Tuesday meeting.

-  Reviewed the RAC II proposal terms, including 'checkpoints' with GPNF staff.

-  6 criteria for development of projects, including aquatic, wildlife, unique habitat, access,    ecosystem processes, and water quality.

-  Projects discussed in November meeting outline were reviewed.

-  Discussion of meadows and road management.

-  Jay McL. and Lisa M. will meet with Nancy R. and staff.

-  Terry T. -  Ron Freeman (sp?) of the GPNF told him that, of 4100 miles of roads in the    GPNF, less than 400 miles are maintained.  1990 budget for Roads was $4.2 million;    2009 budget was $700 thousand.

-  Need to review definition of a decommissioned road with GPNF staff.

-  Rick L. - Jim Rice told him that decommissioned roads are removed from the database on    the Mt. Hood N.F.

-  Terry asked if the F.S. would supply fuel expense for volunteers to “clean Hidden    Meadows”.  Nancy R. - Yes.

  

5 N.F. Foundation Grant:

-  Todd M. extracted the 'narrative' information for the grant from our meeting minutes.

-  Peggy B. - the EDC is the pass-through 501C3 to administer the grant.

-  Letter of support from Nancy R. and Janine Clayton.

-  Plan:

-  4 facilitated meetings:

    -  1st:  List issues of importance to participants;

    -  2nd:  MADCG meet with some GPNF staff;

    -  3rd:  All 3 GPNF Collaborative Groups meet;

    -  4th:  Collaboratives in the Forest?

-  Announcement of grants is due Jan. 15.

-  Who should we seek as Facilitator(s)?

-  Time allowance for these sessions – who will be available and for how long?

    

6 Cave/Bear stand exam update:

-  171 units covered before snow stopped the contractor.  Contract will be extended.

-  Discussion of contractor and their subs.  Lisa M. will monitor hours and expenses.

  

7 Nancy R. presented the GPNF budget/work-plan for 2010 (“work chunks”):

-  Budget can be found on GPNF web-site?  If not, we can get hard copy.  Very interesting    presentation, but much to long and complicated for these minutes.

-  Discussion of F.S. contracts and project notice.

-  At some point we would like to have an F.S. Contract person at an MADCG meeting.
